OREANDA-NEWS. The Russian defense industry enterprises have significant research and technological potential to be used for diversifying the production, in particular, of civilian and dual-use products. The major areas of potential are: medicine, power engineering, aviation, shipbuilding, space, and other high-tech industries. It is essential to create a system environment in order to transfer a technology from other industries. The Deputy Chairman of Vnesheconombank Pyotr Zolotarev ruminated over possible solutions to these issues at the Tekhnoprom-2017 forum in Novosibirsk.

According to Pyotr Zolotarev, “the transfer of the world’s and domestic advanced technologies is impossible without creating the ecosystem and isolation of civil manufacturing divisions from the defense industry enterprises, which necessitates diversification of production processes. In some cases, the ecosystem can develop in the form of an industrial park built on the basis of the manufacturing infrastructure that becomes available.”

The creation of an industrial park infrastructure is one of the priorities in the investment activities of VEB, consolidated by the Bank’s new strategy. “The creation and isolation of civil manufacturing facilities in technological parks is one of the solutions to converting the defense industry enterprises to the production of civilian and dual-use products,” said Pyotr Zolotarev.

“Today, there are very few projects that include all of the required design documentation and have a high-quality marketing, technological and financial background. Out of more than 90 projects which the Bank has entertained for financing, only 10 can be included in the VEB investment project, already to the tune of 8.6 billion rubles, and even this amount is far too insufficient for such a massive task,” emphasized Pyotr Zolotarev.

VEB declared the readiness of the Vnesheconombank Group to help the project applicants in formalizing their investment applications and preparing project documentation. The production of civilian high-tech products at the defense industry enterprises is one the chief priorities of Vnesheconombank’s Strategy 2021.
