OREANDA-NEWS. The state Duma adopted in third final reading the law forbidding to give micro loans secured on dwellings and generally toughening the requirements to microfinance and microcredit organizations.

The document was submitted by the Chairman of the state Duma Vyacheslav Volodin and the speaker of the Federation Council Valentina Matviyenko, together with representatives of all factions of the state Duma.

The law applies to all private MFIs. The law provides that as collateral on a loan you can not take neither the living room nor a share in the right to common property, nor the right to claim interest holders under the agreement of share participation in construction.

The law also sets the minimum size of own means (capital) for micro-credit companies in the amount of 5 million rubles. However, this standard will be phased in.
