At the same time, this mechanism of support for the affected population will be more effective than the so-called helicopter money, according to the agency National Credit Ratings. "According to the agency, a quick recovery of economic activity in Russia as the self-isolation regime ends, would be facilitated not by a wide distribution of money to the population, but by a limited provision of quasi-monetary purchasing power to it", the message said.

The system of urgent vouchers was used by the Chinese authorities as an instrument of social protection at the level of individual provinces and cities. In Russia, such an approach would simplify the provision of assistance to the population in the initial period of recovery, which can take months, analysts say. Moreover, taking into account the modern development of digital technologies in Russia, such a scheme for supporting the population, according to the agency, is quite feasible.
