OREANDA-NEWS. The Ombudsman of the Donetsk People’s Republic (DPR) Daria Morozova told reporters that the exchange of prisoners in accordance with the formula “all for all” provided for by the Minsk Agreements is not possible until the complete cessation of hostilities in eastern Ukraine.

Morozova explained that it is so “because there will be new detentions, as long as there is no law on amnesty, no law prohibiting the prosecution of people who participated in the conflict in the Donbass. It means that you can make any complaints to every person.” “So, the exchange of “all for all” is impossible until a complete stop of the conflict,” the Ombudsman concluded.

She added that, despite this, the exchanges of prisoners will be held. “We have confirmed information that there are a certain number of people who are still kept on the territory of Ukraine. This is not such a large number, but they are there. So, exchanges cannot stop,” Morozova said.
