He made such a statement during a round table "25 years of Russia's membership in the Council of Europe: cooperation or confrontation."

As Tolstoy said, discussing the actions of the Russian Federation in case of launching a trilateral procedure: “First, we must separately reconsider our role in this organization. Second, we must be ready to leave it if the trilateral procedure is launched against our country. I think we cannot tolerate this humiliating story. "

As Russian Deputy Foreign Minister Alexander Grushko said, "Russia is ready to work in the Council of Europe on the basis of its charter, but you don't need to test its patience, without Russia the organization will lose its meaning of existence."

Russia joined the Council of Europe on February 28, 1996. Two years later, on March 30, Moscow ratified the European Convention on Human Rights.
