According to the head of the Federation Council commission on information policy, Alexei Pushkov, criminal punishment should be introduced for organizers of thrash streams, including imprisonment for a term of three to six years, forced labor for a term of two to five years, or a fine in the amount of 300 thousand to 600 thousand rubles. He emphasized if a direct participation or complicity in the murder takes place in this activity, then this period maybe more.

The parliamentarian noted that the authorities are not worried about streams as such, but their narrow segment - thrash streams containing elements of violence, humiliation of human dignity that can harm human health and life.

According to Alexei Pushkov, "thrash streams are becoming more widespread, so it is necessary to legislatively respond to this form of activity. Four cases have occurred in the last months alone."

According to the parliamentarian, the second measure, in addition to criminal punishment, may be to block the possibility of transferring money to trash streamers on their broadcasts. The third option of counteraction, according to the politician, is to instruct Internet platforms to filter out such broadcasts themselves.

The discussion of punishment for thrash streamers began in the Federation Council after the stream of video blogger Reeflay on December 2, 2020, during which it turned out that the girl who was filming had died. Without switching off the broadcast, the young man called the doctors and the police. The ambulance brigade pronounced death. After discussing this incident in the Federation Council, the senators announced that they plan to develop a legislative initiative banning the so-called "thrash streams".
