OREANDA-NEWS. A NATO spokesman on the publication in the Spanish newspaper El Pais of NATO and the United States response to Russia's proposals on security guarantees said that the alliance does not comment on alleged leaks, RIA Novosti reports.

“We never comment on alleged leaks,” the agency quoted him as saying.

The US State Department, in turn, also declined to comment on this publication.

Earlier, El Pais reported that it had received the full text of a confidential US and NATO response to Russia's proposals on security guarantees.

The main difference between the responses of the US and NATO, the newspaper notes, is that Washington is also ready to discuss the principle of indivisibility of security, approved by the OSCE. Based on this principle, Moscow argued that the possible entry of Ukraine into NATO would affect its security. In its document, the United States indicated that it does not share this Russian point of view, but is ready to discuss "interpretations" of this principle. A diplomatic source later confirmed the authenticity of the material published in the newspaper.
