OREANDA-NEWS. On November 5, the State Duma of the Russian Federation adopted in the first reading a bill that provides the mandatory pre-installation of Russian software on gadgets for sale. Information on this was published in the electronic database of the lower chamber of the parliament.

The explanatory note to the draft law states that domestic software will be more convenient for Russian users. The programs of Russian producers should be installed on smartphones, computers and television sets with the Smart TV function. It is supposed that the list of devices on which it will be necessary to installed software will be determined by the federal government.

A group of deputies from different political parties was the initiator of presenting this bill. They also suggested banning the sale of gadgets without Russian software. In accordance with the initiative, the Consumer Protection Act will introduce administrative liability for violating companies. For the sale of smartphones and computers without domestic software, officials can be subjected to fine in the amount of 30 thousand to 50 thousand roubles (about 470–785 US dollars), for legal entities a sum of fine is from 50 thousand to 200 thousand roubles (785–3150 dollars). At the moment, this bill is also under consideration and has not yet passed its first reading.

At the end of July 2019, specialists from the Internet Development Institute (Moscow) made an analysis of the Russian software market and offered a list of applications for pre-installation on smartphones, computers and TV sets. It was reported that in 9 of the 12 categories of applications, domestic developers have an adequate replacement for foreign programs.
