OREANDA-NEWS. On August 01, 2007 the Federal Antimonopoly Service (FAS Russia) recognized that the tender commission of the Federal Agency for Science and Innovations breached the Federal Law "On State and Municipal Procurement of Goods, Works and Services" in an open bidding for the state contract for complex projects within the framework of the federal target programme "Priority Strategy on Research and Development of the Russian Research and Technology Complex in 2007 - 2012", reported the press-centre of FAS Russia.

Tender documentation of the Federal Agency for Science and Innovations contained a requirement on using extra-budget funds by the bidders which was in breach of the federal law.

Having considered the case, FAS Russia found that the complaint of the Institute of Space Research, the Russian Academy of Sciences, was justified and issued a determination to the tender commission of the Federal Agency for Science and Innovations:

- To cancel the bids opening protocol, as the contract did not specify the price,
- To adjust the tender documentation according to the Federal Law "On State Procurement…",
- To extend for 20 days the term of bidding due to introduction of amendments to the tender documentation.
