The Government of the Russian Federation has approved a statute on the system of state registration and control of nuclear materials and a list of nuclear materials and special non-nuclear materials subject to state registration and control, reports the press service of the Government.

The system of state registration and control of nuclear materials is an element of the system of state control over the use of nuclear energy and has been formed for implementing the following tasks:

— ensuring control over use of nuclear materials;
— ensuring the safety and the timely detection and prevention of the loss, unsanctioned use and stealing of nuclear materials;
— providing the federal authorities, the authorities controlling the use of nuclear energy, the authorities controlling the safety of the use of nuclear energy and other concerned federal agencies with information about any transfer of nuclear materials, including their conveyance across the customs border of the Russian Federation;
— recording nuclear materials;
— facilitating the application of the safeguards of the International Atomic Energy Agency and the implementation of bilateral agreements for control of nuclear materials.

The components of the system of state registration and control of nuclear materials:

— administrating authorities ensuring its functioning on the federal level and in organizations using nuclear materials;
— legislative support;
— information-analytical support and facilities processing and transferring information about nuclear materials;
— the systems of registration and control of nuclear materials of organizations using nuclear materials;
— supervision of the system of registration and control of nuclear materials.

State registration and control of nuclear materials implies collection, registration and analysis of information about the quantity and quality of nuclear materials carried out by means of constant documentary recording of all economic and technological operations with nuclear materials and verification of the information received.

The minimum quantity of controllable nuclear materials for an organization is set by the relevant federal rules and standards.

Rosatom State Nuclear Energy Corporation is empowered:

— to conduct state policy in the field of state registration and control of nuclear materials;
— to carry out state registration and control of nuclear materials situated in the territory of the Russian Federation irrespective of the form of their ownership;
— to carry out methodological guidance and coordination of the activities of the federal authorities controlling the use of nuclear energy in the field of state registration and control of nuclear materials;
— to register nuclear materials owned by the state;
— to keep record of nuclear materials owned by legal entities of the Russian Federation as well as foreign states and foreign legal entities temporarily acting in the territory of the Russian Federation;
— to register materials balance zones;
— to provide the federal authorities, the federal authorities controlling the use of nuclear energy, the federal authorities controlling the safety of the use of nuclear energy and other concerned agencies with the information about quantity and transfer of nuclear materials;
— to ensure the formation, development and functioning of federal automated information system of registration and control of nuclear materials, to establish information-analytical organizations and/or centers for collection and processing of relevant data;
— to draft and approve sample reports in the field of state registration and control of nuclear materials and the procedure and deadlines for their submission;
— to draft and approve sample state register of nuclear materials owned by the state and sample register of nuclear materials owned by Russian legal entities as well as foreign state and foreign legal entities temporarily acting in the territory of the Russian Federation.
— to draft federal standards and rules in the field of state registration and control of nuclear materials;
— to establish centers for training and retraining specialists in the field of state registration and control of nuclear materials and to ensure their normal functioning;
— to supervise the work of the system of state registration and control of nuclear materials in the territory of the Russian Federation irrespective of the form of their ownership;
— to control the use of nuclear materials;
— jointly with the Federal Agency for Technical Regulation and Metrology to certify the means and methods for measuring parameters of nuclear materials.

The federal authorities controlling the use of nuclear energy are empowered:

— to coordinate the activities of their subject organizations inn the field of state registration and control of nuclear materials;
— to take part in the drafting of federal standards and rules in the field of state registration and control of nuclear materials;
— to draft and approve in line with the federal standards and rules in the field of state registration and control of nuclear materials regulatory acts reflecting the peculiarities of registration and control of nuclear materials by their subordinate organizations.

The federal authorities controlling the use of nuclear energy are empowered – after preliminary coordination with Rosatom State Nuclear Energy Corporation — to draft regulations on registration and control of nuclear materials and to establish centers for collection, processing and analysis of information on nuclear materials in their subordinate organizations.

Rosatom State Nuclear Energy Corporation, the federal authorities controlling the use of nuclear energy as well as organizations that are not controlled by the former shall immediately inform the Interior Ministry and the Federal Security Service about any instances of illegal use or stealing of nuclear materials.

The list of nuclear materials and special non-nuclear materials subject to state registration and control includes: plutonium, uranium (except for uranium in ore), thorium, (except for thorium in ore), neptunium-237, americium-243 californium-252, deuterium, tritium, lithium-6.
