SibCOTES professionals have studied the main engineering solutions related to the development of heat supply system and construction of a power generating source in the Yuzhniy district of Vsevolozhsk city (Leningrad region). The need in the construction of a new power source is caused by an expected shortage of thermal and electrical capacities within the coming years due to active construction of apartment buildings and community facilities.

Options for the construction of a gas-fired CHP plant with the installed electric capacity 60-85 MW and heating capacity 120 Gcal/h were developed within the project.

The construction of a combined-cycle power unit (two-boiler single-turbine unit) was proposed to the Customer - Evraziya-Energo - as the best option. The options for the construction of auxiliary buildings and facilities (heat and electricity distribution systems, water treatment plant, process water supply system, peak-load hot-water boiler plant, etc.) were developed. As a result of comparison of Russian and foreign-made equipment, the following manufacturers were suggested as the main equipment vendors: gas turbine plant - manufactured by General Electric (USA), HRSG by ZIO, and steam turbine by Ural Turbine Plant.

Project efficiency was estimated and analyzed, and the risks related to changing fuel prices and tariffs were assessed. According to the preliminary calculations, capital investment in the construction of the combined-cycle plant at the CHP with the installed capacity 84.5 MW may amount to some RUB 2 billion 800 million. The discounted payback period for the project is expected to be 12 years.
