Vladimir Kishkin, the first deputy chief designer-the head of the Scientific-Industrial Department of the All-Russian Research Institute of Automatics (VNIIA) – for outstanding personal contribution to the designing of technical means for automated process control systems of nuclear and thermal power plants.

Andrey Sviridov, the deputy chief designer-the head of department of the All-Russian Research Institute of Automatics (VNIIA) – for outstanding personal contribution to the improvement of the nuclear materials control system

Tatiana Yelfimova, the deputy director general for finance and economy of Rosatom State Nuclear Energy Corporation – for outstanding personal contribution to the drafting of the economic sections of the state armament program 2008–2015 and the program for the development of the nuclear power industry of the Russian Federation in 2007–2010 and –2015.

5. Valentin Rodionov, the general director of Signal OJSC – for outstanding personal contribution to the development of the production of equipment for nuclear power plants and special instruments for the Defense Ministry.

6. Vladimir Filchenko, the deputy chief designer-the head of department of the All-Russian Research Institute of Automatics (VNIIA) – for outstanding personal contribution to the development of the nuclear safety system and the drafting of laws on the use of nuclear energy.

7. Maxim Shvedov, the head of division of the Nuclear and Radiation Safety and Licensing Department of Rosatom State Nuclear Energy Corporation – for outstanding contribution to the development of nuclear safety system and the drafting of laws on the use of nuclear energy.
