OREANDA-NEWS. October 24, 2008. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Novokuznetsk authority, Mr Tuleev, the governor of the Kemerovo region, the Kemerovo regional authority, the Office of Rospotrebnadzor (the Federal Service for Control over Health and Consumer Rights Protection) in the Kemerovo region, the Office of Rostekhnadzor (the Federal Service for Environmental, Technological and Nuclear Control) in the Kemerovo region, and the Main Directorate of the Russian Ministry of Civil Defence and Emergency Response in the Kemerovo region, in the person of the Novokuznetsk Department of the Fire Safety Supervising Agency, for breaching Part 1 Article 15 and Clause 4 Article 16 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

The case was initiated upon a petition of "Kuznetsk Cement Works" Production Company" Ltd.

Kemerovo regional authorities violated the antimonopoly legislation by engaging in concerted actions, aimed at removing "Kuznetsk Cement Works" Production Company" Ltd. from the cement market.

In particular, the regional offices of Rospotrebnadzor, Rostekhnadzor and the Fire Safety Supervision Agency in the Kemerovo region administratively suspended company's operations after the governor of the Kemerovo region said on 18th July 2008 that the company should be closed.

Joint inspection of FAS Russia and the Economic Security Unit of the Russian Ministry of Interior, carried out in the Offices of Rospotrebnadzor and Rostekhnadzor in the Kemerovo region, established that the Novokuznetsk authority, the governor of the Kemerovo region, the Kemerovo regional authority, the Office of Rospotrebnadzor in the Kemerovo region, the Office of Rostekhnadzor in the Kemerovo region, and the Main Directorate of the Russian Mininstry of Civil Defence and Emergency Response in the Kemerovo region, in the person of the Novokuznetsk Department of the Fire Safety Supervising Agency, violated the antimonopoly legislation.
