OREANDA-NEWS. October 22, 2009. Within the activity on management system efficiency improvement the process of establishment of territorial branches has been completed in “Generation of the Urals” Division. Since July 1 “Permsky”, “Sverdlovsky” and “Komi” Branches start their operation. Earlier, in December 2008 there were established “Kirovsky”, “Udmurtsky”, “Mary-El and Chuvash” Branches.

The new branches in three territories of “TGC-9” production activity are being formed instead of the previous ones which included one or several power plants. Territorial branches are established as a single “center of responsibility” responsible for the operation of generating power facilities in each Region – RF constituent entity. Introduction of a new branch structure will allow making key management decisions faster, excluding duplicating functions, reducing management staff, improving interaction with regional government authorities. The new management model implies the transfer of majority of auxiliary and supporting functions (economical, financial and legal) to territorial branches. Power plants which get the status of production sites as part of the branches will be focused directly on the production process.

The experience of territorial branches establishment obtained within the incorporation of generating assets of “Generation of the Urals” Division in Kirov Region, Republic of Udmurtia, Mary-El and Chuvash Republics has already enabled to optimize the number of management personnel, increase management efficiency at CHPP’s being a part of division on the territories of production activity of TGC-5.

Permsky Branch incorporates 11 power plants, Sverlovsky branch – 8 plants and Komi branch – 4 power plants. All newly arranged territorial branches are headed by professional power engineers having solid experience in management at power plants.

Permsky Branch is managed by Alexey Maltsev. A.Maltsev was born in 1969. He graduated from Perm State Technical University with a specialization in “Impulse Heat Engines” and Ural Academy of Public Administration. In 1994-2003 he worked in housing and utilities sector of Berezniky city, then till 2005 – he worked as a Director of municipal enterprise “Gorelectroset”. In 2005-2008 – he was a Director of “Novogor-Prikamye” LLC Berezniky Branch. Since 2008 till June 2009 – A.Maltsev was a Director of “TGC-9” Branch “Berezniky CHPP-2” which incorporates three power plants.

Sergey Efimov was appointed a Director of Sverdlovsky Branch. Sergey Efimov was born in 1966. He graduated from the Ural Technical University by profession “Nuclear Power Plants and Units”. Since 1991 till 2006 he worked in Sverdlovsk heating networks, where he started as a foreman and achieved the position of a Deputy Manager on commercial issues. In 2006-2007 he was a Director of “TGC-9 “Sverdlovsk Heat Sale” Branch, since 2007 till June 2009 – Director of TGC-9 “Yekaterinburgsky” Branch, consolidating administration over three power plants and heating networks.

The position of a director of “Komi” branch was given to Yury Tseshkovsky. Yu.Tseshkovsky was born in 1962. He graduated from Ivanovsky Power Engineering Institute with specialization in “Heat and power plants”. Since 1984 we worked at Vorkuta CHPP-2. Since 1996 he was a Deputy Chief Engineer and since 1998 – the Chief Engineer of the power plant. In 2001-2005 he occupied a position of the chief engineer – the first deputy General Director of “Komienergo” company. In 2005-2006 he was a Chief Engineer of TGC-9 Komi Branch. Then till June 2009 he worked a Managing Director of “Severo-Zapad” Maintenance Division of “E4Group” OJSC, and the General Director of “E4-Sevzapenergoservis” OJSC.
