OREANDA-NEWS. January 05, 2010. President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The high-ranking officials of the particular ministries and departments were invited to the meeting.

Presenting the agenda the Turkmen leader said that the meeting was being conducted to consider the priority issues of the national policy including the preparations for the government meeting, which would be held to review Turkmenistan’s social and economic development in 2009.

Chief of the Department of State Protocol and the International Relations of the President’s Office B. Myatiev reported on the readiness for an official visit of the President of the Islamic Republic of Iran, the programme of which included the participation of the leaders of the two neighbouring countries in the ceremony of putting the Dovletabad-Sarahs-Hangeran pipeline into operation.

Fusing with satisfaction on the positive dynamics of the Turkmen-Iranian dialogue President Gurbanguly Berdimuhamedov emphasized that the successful implementation of the joint project of construction of the new gas route testified to the partners’ invariable commitment to the strategy for expanding mutually advantageous cooperation in mutual interests.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the work done by the Ministry of Foreign Affairs, the results of which would be presented at the coming enlarged government meeting. The Vice Premier reported on the preparation of the package of the bilateral documents, which would be signed upon concluding the Turkmen-Iranian summit.

Developing fruitful collaboration with the neighbouring countries was a priority of Turkmenistan’s foreign policy strategy the Turkmen leader emphasized expressing belief that that the Turkmen-Iranian talks in Ashgabat would give new incentives to enhance effective intergovernmental partnership in the whole spectrum.

Vice Premier T. Japarov reported on the situation in the sectors under his supervision and the preparation of the report on the pace of economic development in 2009. Reporting on the progress in implementing the investment policy the Vice Premier informed of the intense interest showed by foreign partners in collaborating on joint projects.

Commenting on the report Gurbanguly Berdimuhamedov underscored the importance of the ongoing reforms aimed at ensuring sustainable economic growth. Highlighting accelerated integration in the global economic system as a priority task of Turkmenistan at the current stage the national leader underscored the significance of the study and active introduction of modern management techniques in the activity of the financial and banking organisations of the country.

Vice Premier B. Hojamuhammedov reported on the preparations for the coming enlarged meeting of the Cabinet of Ministers that would focus on the results of the year 2009 and the progress in developing the fuel and energy sector. The Vice Premier reported on the operational readiness of the infrastructure facilities for supplying natural gas to Iran via the Dovletabat-Sarakhs-Hangeran pipeline that would be put into operation within the next few days.

Evaluating the high-quality work done by Turkmen specialists to build the new gas route towards Iran, Gurbanguly Berdimuhamedov said that the construction of this pipeline was one of the large-scale oil and gas projects implemented in Turkmenistan over the past year. The President said that the Dovletabat-Sarakhs-Hangeran pipeline was a new stage in successfully implementation of Turkmenistan’s energy strategy for further increasing the volume of ‘blue fuel’ exports.

Focusing on the task to train highly qualified specialists for the fuel and energy sector, the President of Turkmenistan signed the Resolution on the construction of the buildings of the Turkmen Polytechnic Institute in Ashgabat. This project is to be implemented by the Turkish company Ronesans Turkmen Insaat Sanayi ve Ticaret Anonim Sirketi, the building owner is Turkmennebitgazgurlusyk State Concern.

Vice Premier N. Shagulyev reported on the measures taken to implement the state policy in the transport and telecommunications sectors.

Underscoring the need to modernize further these important sectors, the President reprimanded the high-ranking officials of the Ministry of Communications for the failure to ensure proper control of the subdivisions. Noting that though the Government provided active support to develop this sector the quality of communication in the country left much to be desired, the national leader demanded that the shortfalls be eliminated as soon as possible.

Chief of the Turkmenhowayollary State National Service G. Tirkishov, Minister of Road Transport G. Hangulyev and Acting Minister of Railway Transport R. Seyitkulyev reported on the work done, in particular the progress in construction of the North-South transnational railway.

Focusing on the important role of the transport sectors in fostering the large-scale reform programmes in the country the Turkmen leader gave the instructed to these high-ranking officials.

Vice Premier H. Saparlyev reported on the situation in the sector sunder his supervision and the progress in implementing the reforms initiated by the President.

Underscoring the importance to further improve the national education and science, health care, sports and tourism, the President focused on the important aspects of the youth policy, and demanded that close attention be paid to education and integrated development of the younger generation.

Vice Premier M. Yazmuhammedova reported on the progress in implementing the cultural and media policies and the preparations of the coming remarkable dates and events.

Emphasizing that the epoch of new Revival should become the golden age of the national culture and art that had the centuries-old glorious traditions the Turkmen leader also focused on the need to improve the media activity that was to cover the events taking place in the country in a worthy manner.

Vice Premier D. Orazov reported on the preparation for the enlarged government meeting that would focus on the results of the year 2009 as well as the preliminary results of the work done in the construction and power sectors.

Putting emphasis on the need to ensure the high quality of construction work and compliance with the period of construction, the President focused on the importance to continue modernizing and increasing the productive capacity of the power industry infrastructure.

Vice Premier M. Akmammedov reported on the work done in the agricultural sector in 2009 and the progress in the season agricultural work – preparation of lands for sowing, care for winter crops.

Commenting on the report Gurbanguly Berdimuhamedov said that 2010 should be decisive for increasing agricultural output. The Turkmen leader said that the agricultural reform could be fostered through taking the measures to ensure efficient use of land and water resources, introduce advanced agricultural technologies and thus increase the effectiveness of organisation of agricultural production.

Vice Premier H. Muhammedov reported the preliminary results of the work done to strengthen and extend the infrastructure of textile industry.

Gurbanguly Berdimuhamedov said that to enhance Turkmenistan’s reputation on the world textile market it was necessary to continue modernizing production infrastructure, improve the quality and broaden a range of textile products, apply marketing methods. The activity of the trade and services industry should meet high standards.

Speaker of the Mejlis of Turkmenistan A. Nurberdieva reported on the measures taken to promote the legal reform, update the national legislation and bring it in compliance with international norms and standards.

Noting that drafting new laws meeting the requirements of the historical epoch was crucial for fulfilling the plans of comprehensive modernization of the country and diversification of the national economy, the President underscored the need to accelerate the work towards these aims. The national leader said that this need was dictated by the time, the fundamental changes taking place in all spheres f the life of the Turkmen state and society that should have the firm legal foundation.

Mary Velayat Khykim K. Gurbanov reported on the preparations for opening the complex of various newly constructed facilities in the administrative centre of Altyn Sahra Etrap.

Ahal Velayat Khykim D. Myratberdyev reported on the progress in implementing the President’s National Programme on the improvement of the social and living conditions in villages, settlements, towns in etraps and etrap centres for the period till 2020, in the framework of which the large-scale work was carried on.

The khyakims reported on the progress in the seasonal agricultural work in the regions.

Commenting on the reports President Gurbanguly Berdimuhamedov said that Government would further provide support for agricultural workers, create the favourable conditions for real masters of their own land including procurement of state-of-the-art machines.

During the meeting the President gave the floor to the high-ranking officials of the military and law enforcement agencies, the ministries and departments, who reported on the work done, and gave them the relevant instructions.

Summing up the meeting the President called upon the participants to take a responsible and serious approach to fulfilling the designated tasks and wished every success in their work.
