OREANDA-NEWS. January 11, 2010. The failure of Power Supply Organization of East Kazakhstan oblast to cope with significant deviatation in power receipt from Unified Power System of Kazakhstan continues. From the beginning of January this year, the non-contractual consumption by Shygysenergotrade LLP owing to insufficient pre-ordered capacity has exceeded 15 mln. kWh. The resulting imbalance or improper use of services on balancing of electricity generation – consumption negatively affects the secure availability of Kazakhstan National Power Grid.

KEGOC as System operator notified local executive authorities that actions of the Regional Power Supply Organization and retail market operator disturb the requirements of Article 13 of the Law of Kazakhstan “On Electric Power Industry” and the Order No. 70 of the Ministry of Energy and Mineral Recourses dated 19 March 2008.

According to the abovementioned documents, regional electric network companies shall secure observance of daily schedules for generation - consumption and net power flow, and the amount (net) of imbalances per a day and for a settlement period shall be equal to zero.

In East Kazakhstan oblast in December last year, a difference between requested and actual consumption reached 7.5 mln. kWh (10 % in total of consumption). During November 2009, consumption was greater than pre-ordered amount (as of 23 November the overconsumption was 9.5 mln. kWh or 6 %), which became the reason of forced restrictions in consumption. On 28 December 2009, the Specialized Interdistrict Economic Court in East Kazakhstan oblast found the actions of the System Operator lawful.
