FTS has spoken out in favor of the bill that, when passed, should allow the state to supervise inter-operator rates in relations among cellular companies. “Tariff regulation at the stage of inter-operator settlements, including among mobile operators, is a logical step towards the elimination of tariff supervision on the last-mile”, the FTS said.

“When operators set prices for calls from one mobile network to another, the regulator has to limit rates on calls to mobile numbers from fixed-line subscribers”. Apart from that, government supervision should make life of mobile market newcomers somewhat easier.
