February 06, 2012. “Currently FAS has increased control over compliance of economic entities with the law on energy saving and increasing energy efficiency”, pointed out Elena Tsyshevskaya, Deputy Head of the Department of Electric Power Industry, at the Federal Antimonopoly Service, speaking at the “Round Table” on regulatory support of No.261-FZ Federal Law “On Energy Saving and Increasing Energy Efficiency and on Introducing Changes to Some Legislative Acts of the Russian Federation”, reported the press-centre of FAS Russia.

“In July 2010, FAS instructed our regional offices to carry out inspections whether organizations, that must install, replace, operate metering devices for measuring used energy resources, comply with the requirements for concluding and executing contracts for installing, replacing, operating the above meters, the procedures for concluding contracts, as well as requirements for putting forward offers for equipping metering devices for measuring used energy resources”, told Elena Tsyshevskaya to the Round Table participants.

According to the findings of the regional FAS offices in 2011, “within the geographic boundaries of the Russian Federation 157 entities violated Part 10 Article 13 of the Law on energy saving”.

As stated by Elena Tsyshevskaya, “regional offices of FAS Russia fined legal entities and officials over 13 million Rubles for exercising unlawful actions”.

“FAS Russia has devised the Administrative Regulations for executing the state function for control over compliance with the law of the Russian Federation on energy saving and increasing energy efficiency”, said Deputy Head of FAS Department.

“The Regulations enable to set deadlines and sequence of administrative procedures for FAS Russia, regional offices of FAS Russia, its structural units, the procedures for interactions between structural units of FAS Russia and its regional offices as well as the procedures for interaction between FAS Russia and its regional offices with physical persons and legal entities”, explained Elena Tsyshevskaya.
