OREANDA-NEWS. February 08, 2012. The Federal Antimonopoly Service (FAS Russia) initiated a case against Angarsk Town Authority and Angarsk Department for Housing & Utilities and Construction, actions of which can unreasonably prevent activities of other economic entities. It constitutes violations of Parts 1 and 3 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.

Earlier, the Town Authority and the Department placed a municipal order to the works and services for landscaping, provision of urban amenities, maintenance of local highways, organization and maintenance of disposal sites for a municipal enterprise and an autonomous institution without organizing competitive bidding. Financing was provided through subsidies from a local budget.

According to FAS Russia, the order for the enterprise and a municipal assignment for the institution were put exclusively for municipal works, which must be placed in accordance with the law of the Russian Federation on procurement.
