OREANDA-NEWS. June 27, 2012. Deputy Head of the FAS Department for Control over Fuel-and-Energy Complex, Olga Smirnova, made a presentation on “Legislative Improvement of Competitive Environment of the Oil Products Market” on the “Round Table” organized by the State Duma of the Russian Federation, reported the press-centre of FAS Russia. 

At a session of the Committee on Economic Policy, Innovative Development and Entrepreneurship devoted to “Statutory Support for Pricing Regulation on Russian Market of Oil and Oil Products”, Olga Smirnova discussed FAS efforts towards improving competitive relations on the markets of oil products. She paid special attention to devising normative acts that establish preconditions for developing competitive environment on this market. Participants showed the most interest to the principles of competitive bidding based, in particular, on analysis of exchange trading in 2010-2011 on oil products markets, carried out by FAS Russia.

According to the Deputy Head of FAS Department, the proposed initiatives are systemic and comprise mechanisms aimed at both improving competitive market environment and directly at achieving the balance of “market forces”.

“FAS efforts on legislative regulation are taken at various levels”, explained Olga Smirnova. “For instance, devising daft law “On Market Pricing for Oil and Oil Products in the Russian Federation”, as well as approving pricing and selling procedures for oil products of “TNK-ВР”OJSC”, stated Ms. Smirnova.
