PM of Ukraine Named Causes of Administrative Services Braking Reform
OREANDA-NEWS. April 05, 2013. Mykola Azarov named causes of inhibition of reform and noted the need to quickly and accurately address the shortcomings in the system of granting administrative services. The Prime Minister said this in his opening remarks at the meeting of the Cabinet of Ministers.
"We need quickly and accurately address the shortcomings in the process of reforming the administrative services, Mykola Azarov said. - The reason for braking is detected: these are inability of heads, or a profound reluctance to implement reforms."
The Prime Minister emphasized that only 110 centers of providing administrative services in the whole of Ukraine can not satisfy no people, no power. Indeed, in most regions only few centers operate and a few regions have no center.
According to Mykola Azarov, today the Government should take a number of decisions aimed at improving the provision of administrative services, in particular, the bill, on the strengthening of the accountability of officials of state and local authorities for violating the law in the provision of administrative services.
"We clearly will define the list of administrative offenses in this area and the responsibility for them," Mykola Azarov said. He added that it is provided to make changes to the Labour Code on the possibility of fire officials in the case of repeated violations of the law during the year in the sphere of the provision of administrative services.
"It's hard, but justified norms in the interests of citizens," the Prime Minister said, adding that improvement of the system of administrative services do not end there.
Head of Government asked to continue to improve government services to citizens, first of all focusing on practice, the operative correction of identified deficiencies.
"Active position in this matter should take the Ministry of Economic Development and Trade and the State Service for regulatory policy and entrepreneurship, Mykola Azarov said. - I demand from them: no "favors" to officials who cling to the administrative arm, no compromise to ensure the legitimate freedom of economic activity."
