OREANDA-NEWS. The event was held in St Petersburg. The participants of the forum were the world’s leading experts — politicians and lawyers, economists and scientists. IDGC of Centre was represented by Legal Director — Head of Legal Department of IDGC of Centre Alina Akhmedova.

At the opening of the forum was the Prime Minister of the Russian Federation Dmitry Medvedev, who stressed the importance of the work to improve domestic legislation that may help improve the situation of the country in the international arena. Dmitry Medvedev took the role of a good momentum for national legislators for the development of the legal system and the creation of favourable conditions for doing business in Russia, as well as improving the investment climate.

During the four days of the forum the participants discussed the most pressing issues in the field of law, including the problems of development of the regulatory framework in the field of business, politics and culture in a globalizing world.

One of the innovations of the business program was the organization of topics of panel discussion sessions by units in accordance with the basic legal specializations. Special attention was paid to the legal regulation of the energy sector.

Completion of the active phase of the power sector reform puts tasks to specialists in the field of jurisprudence about the results of the reforms. How far the chosen model of legal regulation of the industry meets the designated reform tasks? What are the main advantages and disadvantages of the current model of the electricity market from a position of balance of state-public and public-legal interests? What are the conflicts of interest of market participants deliberately incorporated in the requirements of normative-legal acts of the power industry? After the discussion of these issues, the panelists formed relevant offers on possible steps in the regulatory area of the power industry.

In addition to discussion sessions the program of the Forum 2013 included a variety of satellite events.
