The acceptable capital adequacy and high loan security ratios continued supporting 'United Reserve Bank' rating. The Agency also positively estimated the provisioning ratio adequate to the current credit risk level: as of October 1, 2013, the delta between the design ratio and the minimum provisioning ratio came to 8.5 percentage points.

Low profitability indicators and the imbalance of assets and liabilities, by their maturities, in the long-term were the factors restraining the Bank's creditworthiness.
