OREANDA-NEWS. March 26, 2014. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Anatoly Golomolzin, took part in the 61st session of the Economic Council of the Commonwealth of Independent States. The Economic Council discussed several important issues related to economic cooperation between the CIS member-states.

Deputy Head of FAS gave a report on the work of the Interstate Council on Antimonopoly Policy (ICAP), where he described the achievements of ICAP and informed and the Headquarters on Joint Investigations of Violations of the Antimonopoly Law of the CIS Member-States for the past ten years.

The Chairman of the Executive Committee – CIS Executive Secretary, Sergey Lebedev, highly praised the efforts undertaken by the Council towards developing competition and protecting the interests of entrepreneurs within the CIS, harmonizing the antimonopoly law of the CIS member-states, determining joint approaches to resolving particular issues that emerge due to suppressing anticompetitive practices on the cross-border markets within the CIS, and achieving practical effects in the consumer interests.

Anatoly Golomolzin took part in the “CIS and New Formats of Cooperation” International Economic Forum of the CIS Member-States.

At the section on “Developing Free Trade. Interaction of Integration Formats”, Deputy Head of FAS discussed ICAP experience in cooperation between competitive authorities of the CIS member-states; particularly, he gave a detailed account of the forms and mechanisms of cooperation in analyzing cross-border markets and investigating violations of the antimonopoly law.

Forum Participants were very interested in the report and expressed a desire to adopt the experience accumulated by the Council in order to apply it in their activities.

The CIS Economic Council is the main executive body responsible for fulfilling the agreements passed by the CIS, the decisions of the Council of the Heads of the states and the Council of the Heads of CIS Governments on establishing and functioning of the free trade zone and other issues of social-and-economic cooperation.

To exercise its functions, the CIS Economic Council drafts and submits for consideration of the Council of the Heads of Governments and the Council of the Heads of CIS states social-and-economic proposals and documents; provides consultations in the field of economic and social policy of the CIS member-states on the issues of common interest, facilitates exchanging information and experience in the above fields; supports coordination of the efforts of the socioeconomic interstate and inter-governmental CIS bodies.

The CIS Economic Council comprises Deputy Heads of the CIS member-states. The Chairman of the Executive Committee – CIS Executive Secretary participates in its sessions in a consultative capacity.

The CIS Economic Council has on-going Economic Commission that includes plenipotentiary representatives of the CIS member-states at the CIS Economic Council as well as deputies of the Chairman of the Executive Committee – CIS Executive Secretary in a consultative capacity. It provides comprehensive elaboration and consideration of draft social-and-economic documents, drafted by the CIS Executive Committee and its sectoral bodies, and facilitates coordinating the positions of different states.
