OREANDA-NEWS. March 31, 2014. The Head of the Legal Department of the Federal Antimonopoly Service (FAS Russia), Sergey Puzyrevskiy, made this statement at the Antimonopoly Forum of “Russian Corporate Counsel Association” Non-Profit Partnership at the Chamber of Commerce and Industry of the Russian Federation.

Deputy Head of FAS, Andrey Tsyganov, the Head of FAS Anti-Cartel Department, Andrey Tenischev, and the President of “Russian Corporate Counsel Association”, Alexander Nesterenko, representatives of legal firms, business-community, etc., took part in the Forum.

Sergey Puzyrevskiy outlined the direction where the Antimonopoly Service is moving. He pointed out that the main development vector shall be expanding the institution of warnings and admonitions, which will enable FAS to become a body of preventative control.

“The new antimonopoly package is already introduced to the Government of the Russian Federation. In the near future there will be a meeting at the First Vice Prime-Minister Igor Shuvalov, and if the assessment is positive, the draft law shall be introduced to the State Duma”, commented the Head of FAS Legal Department Sergey Puzyrevskiy.

Sergey Puzyrevskiy also discussed in detail the major novelties in the new antimonopoly package.

“First of all, the draft law excludes the function for keeping the Register of entities with over 35% of the market share. It removes an administrative burden of providing information to the antimonopoly body. Secondly, the Antimonopoly Service would like to restrict establishing state and municipal companies by the authorities. They should not be formed on competitive markets”, emphasized the FAS representative.
