OREANDA-NEWS. 29 September Deputy Head of the Governmental Commission on security of power supply (Federal Crisis Management Centre), Deputy Minister of Energy of the Russian Federation Andrey Cherezov in Kaluga conducted jointly with the management of crisis management centres to ensure security of electricity supply and power industry subjects of the Central Federal District (CFD) a meeting on preparation to operate through the autumn-winter period of 2015-2016.

The meeting was attended by representatives of the Russian Ministry of Energy, Office of the Plenipotentiary Representative of RF President in the Central Federal District, RTN, the Prosecutor General of the Russian Federation, the Russian Interior Ministry, deputy heads of the subjects of the Central Federal District, heads of federal and regional power companies. IDGC of Centre, PJSC was represented by First Deputy General Director - Chief Engineer Alexander Pilyugin.

The meeting discussed issues concerning the preparation of the energy system of the Central Federal District for the upcoming winter. Representatives of RTN and CJSC "Technical Inspection of UES" informed on the outcome of technical condition checks and repairs of power facilities. A representative of NP "Market Council" reported on the status and dynamics of settlements of the subjects of the CFD on the wholesale electricity and capacity market and retail electricity market. They also heard reports presented by authorities of the subjects of the CFD, and utilities on the preparation status to operate through the autumn-winter period of 2015-2016.

One of the topics, raised by the representatives of the regions, was inefficient operational and economic activity of territorial grid organizations (TGO), which for various reasons cannot provide the maintenance of the grid infrastructure under their control in a state that allows for uninterrupted power supply to consumers during the cold weather. The speakers raised the question of whether to continue keeping the TGOs, as a subject of the market and transfer of their networks to be rental by structures of IDGC.

"Such events are very important. They help identify the most relevant problems for companies of the power industry in preparation for the winter peak loads in order to further emphasize the attention to them and work together to develop solutions. This allows to improve the efficiency of the preparatory work and the quality of power supply to consumers in the coldest months of the year," stresses First Deputy General Director - Chief Engineer of IDGC of Centre Alexander Pilyugin.
