OREANDA-NEWS. October 09, 2015. The draft law on access to properties and shared use of associated infrastructure of public electronic communications networks has been approved by the Government.

Document, developed and promoted by the Ministry of Information Technology and Communications, aims to develop public electronic communications networks at national level, increase investments in infrastructure and competition between providers of electronic communications networks and services. “The project simplifies and clarifies the procedures for obtaining and exercising the right of access to public or private properties and encourages shared use of associated infrastructure of public electronic communications networks. The costs of building, maintenance, replacement or removal of public electronic communications networks shall be reduced by establishing clear principles for determining the tariffs to exercise the right of access on properties”, the Deputy Minister of ITC, Vitalie Tarlev, mentioned during the Government meeting.

 According to the document, in urban plans of towns and cities, projects of construction, rehabilitation or reconstruction of public roads or national roads there shall be provided a compulsory construction of an underground sewage for public electronic communications networks hosting. However, in the building projects of the new buildings there will be provided wiring routes and technological spaces for installation of equipment and other infrastructure elements, internal access networks to broadband, that shall avoid multiple cables placed on the building stairs. Within the municipalities and cities, in order to keep the aesthetics of the locality, the new magistrates cable networks shall be installed only using underground methods, including underground watercourses or using jointly any other underground infrastructure.

 The draft law on access to properties and shared use of associated infrastructure of public electronic communications networks was elaborated in compliance with the provisions of the Roadmap for improving the competitiveness of the Republic of Moldova and National Action Plan for the implementation of the European Union – Republic of Moldova Association Agreement.
