In Kursk, chaired by Deputy Governor of the Kursk region Alexander Demin, a round table was held on the topic "Housing and communal services without any problem - whether it is real?", which was attended by heads of resource supplying enterprises, representatives of management companies, non-governmental organizations and experts. IDGC of Centre was represented by Deputy General Director of IDGC of Centre - Kurskenergo division director Alexander Rudnevsky.

One of the key topics discussed at the round table was the problem of arrears in the energy sector and public utilities. This question is relevant for Kurskenergo: the total debt of municipal utilities and management companies to the company is today more than 126 million rubles. Work on its recovery carried out by the branch in close cooperation with the regional authorities. The established under the administration of the Kursk region working group on minimization of consumer debt to resource supplying organizations, which also includes the head of the Kursk branch of IDGC of Centre, determines specific terms of settlements, forms the accumulated debt repayment schedules. "Kurskenergo spends the funds, received for electricity transmission services, primarily on construction, modernization and repair of power grid infrastructure, which means - to ensure reliable power supply to consumers," stressed, speaking to the participants of the meeting, Alexander Rudnevsky.

 

The roundtable participants came to the view that the management companies do not fully use the opportunities provided by the law to influence debtors. In the current situation, in their view, an effective way to solve the problem of non-payments is to move consumers into direct contracts with resource supplying organizations and companies that provide services to deliver energy. Other proposals made by the participants of the round table are to establish as a law the size of rigid penalties for infringement of obligations of the consumer of timely payment for electric energy and the refusal to issue and renew the license to municipal utilities in the presence of debt for energy resource consumption.
