OREANDA-NEWS. The Ministry of Industry and Trade has prepared a draft strategy for the development of the pharmaceutical industry in Russia until 2030. The strategy outlines two main scenarios for the development of the pharmaceutical market - target and inertial.

The target scenario assumes government support for business in creating a globally competitive pharmaceutical industry. Provides financial and other types of support. Strategy implies competent regulation of the market and support of local producers of a full cycle.

In the inertial scenario, the main task of the authorities (the Ministry of Industry and Trade, the Federal Antimonopoly Service, the Ministry of Health and the Federal Service for Supervision in the Sphere of Health) "will provide the minimum necessary range of medicines and medical devices" for the country's drug security in case of political conflicts and sanctions.

The benchmark for the pharmaceutical industry remains a list of vital and essential drugs and support for business proposals to expand exports of Russian products.

Under the threat of military conflicts of "varying intensity" and man - made disasters, in the framework of the inertial scenario, it is necessary to have production facilities and a strategic supply of medicines "depending on the projected severity and mass loss".

This means that the entire minimum range of medicines must be produced in Russia, including substances (substances for the production of medicines). In 2018, the share of domestic drugs in the domestic market was 30.6% in monetary terms and 63.7% in quantitative terms, it is noted in the strategy.
