OREANDA-NEWSThe Russian Service for Supervision of Telecommunications has begun preparations for the entry into force of the law on sovereign Runet and has already sent requests to telecommunications operators throughout the country to provide the data necessary for the implementation of the provisions of the law.“The information received will be taken into account when creating the information system of the Center for Monitoring and Management of a Public Communication Network”,  the ministry said in a statement.

Earlier, the general director of the Diphost provider, Philippe Kulin, announced the start of the mailing. He published a copy of one of such requests in his telegram channel, from which it follows that they are asking for information on traffic exchange points on networks and no later than July 9, 2019. Most provisions of the law on sovereign RuNet will come into force on November 1, 2019, others - only from January 1, 2021. According to Kulin, this means that “the Russian Communications Authority ran ahead of the locomotive”, especially as the order in which providers must provide the department with such information isn't yet available.

Key points:
  • all telecom operators must install special equipment that the agency will provide. In the event of a threat, the agency will be able to manage Internet traffic through it. The list of threats, the installation and operation of equipment should be determined by the government.
  • The specified equipment will also filter traffic, blocking access to sites prohibited in Russia (now providers do it themselves).
  • By January 1, 2021, a national domain name system should be established.
The report of the department itself notes that the creation of a system for monitoring resources of a public communication network will allow “in case of threats to the violation of the Runet’s integrity, take promptly the necessary measures to eliminate them”.
