In Voronezh with the support of IDGC of Centre a round table was held on the theme "Non-payment: how to change the situation in housing and communal services in the Voronezh region", organized by "Kommersant-South of Russia" and "Kommersant-Black Earth". The event was attended by representatives of operating in the region and resource supplying energy companies, regional and municipal authorities, federal experts in the field of energy and utilities. They discussed the situation with non-payments, developed in the housing and communal sector of the region, as well as solutions to the problem of repayment of receivables accumulated by companies operating in the housing sector and energy sector.

The main reasons for the formation of arrears by utility enterprises were formulated in his speech, based on the results of IDGC of Centre’s studies, Deputy Director for Sale and Development of Services of the Voronezh branch of the company Pavel Yanshin. This, in particular, is a question of underfunding of the municipal utilities in the framework of tariff regulation and absence of a mechanism of direct compensation of losses to resource supplying organizations, misuse of budgetary subsidies allocated to them, cash gaps in obligations for municipal utilities and receipt of funds from the sale of energy resources.

Utilities often prefer avoiding performance of their obligations to repay the debt using reorganization procedures or deliberate bankruptcy. In such cases, as noted by Pavel Yanshin in the "old" company there are only debts, and assets, through which it would be possible to pay for them, are transferred to a newly established legal entity. The life of debtors is also simplified by the fact that the responsibility for failure to comply with their contractual obligations on the part of their founders, which, as a rule, are local governments, or regional executive authorities, is not provided. And use against non-payers of this category of such effective administrative measures, as a full or partial restriction mode of electric power consumption provided by the legislation is not always possible.

As a result of all the speeches the participants of the round table formulated a set of proposals to address the problem of non-payments in the region. We are primarily talking about the need to change legislation regarding the establishment of cost-based tariffs for housing and communal consumers and to facilitate the possibility of introducing restrictions of energy supplies for non-payment for certain categories of consumers, as well as tightening of liability for non-payment and avoidance of debt.
