OREANDA-NEWS. The Accounting Chamber said that the municipal infrastructure in Russia is worn out by 60%. Chairman of the State Duma Committee on Housing Policy and Housing and Communal Services Galina Khovanskaya in an interview with NEWS.ru called these figures «the average temperature in the hospital» and noted that in some regions «the situation is appalling».
«In general, the situation in the country is different, depending on the state. In some regions, it is terrifying. I'm not talking about the Crimea, where there is no drainage system, given that this is a resort area, this needs to be dealt with very seriously. Measures are being taken, but in a year or two or three, you can't fix the situation that has been accumulating for decades», Khovanskaya estimated.
According to her, in some regions the wear is more than 70%, and in others — more than 40%. The most deplorable situation with the deterioration of housing and communal services is recorded in the «depressed» regions, where there are no funds for co-financing. There, the federal government should pursue a policy of increasing funding under strict control. The deputy did not name these regions, «so as not to offend them». At the same time, she noted that local authorities in them cannot find developers for the relocation of citizens from emergency housing.
«The situation is deplorable, and there is no way to pull it out without the support of federal structures, without the support of the federal budget. According to our Constitution, the rights of residents should not depend on their place of residence, but in fact it still depends», the deputy stressed.
The chairman of the State Duma Committee is sure that it is necessary to take a more technological approach to replacing pipes. Use technologies that show their condition, and connect modern diagnostic methods.
