"Currently, instability and uncertainty in international issues are growing, and multilateralism and the role of the United Nations are facing obvious challenges", the report says. "The Chinese side supports the Russian initiative to hold a summit at the highest level of the UN Security Council’s permanent members and is ready keep in touch and coordinate with Russia and other permanent members of the Security Council".

The Russian leader believes that the summit can be held anywhere in the world where it will be convenient for colleagues. Putin believes that holding a meeting in 2020, when the 75th anniversary of the end of World War II and the founding of the UN, is important and symbolic.
