The reason was the decision of Moscow to provide residents of the DPR and LNR with Russian citizenship in a simplified manner. Kiev saw in this "some kind of creeping annexation of Donbass". In turn, the Russian permanent representative Vasily Nebenzya assured that this step does not pose a threat to international security.

“This decision of Russia undermines the principles on which the Minsk agreements are based. Donbass is an integral part of Ukraine. They were deprived of sources of income, like other Ukrainian citizens, they could receive pensions and benefits.
