As a result, the total number of dead civilians exceeded 3 thousand 340 people. "The total number of civilian casualties in 2019 reached 26 people as of November 15, 130 people were injured", she said.

In general, according to Bogner, "since mid-April 2014, when the conflict began, at least 3,344 civilians were killed". The representative of the UN mission urged the parties to make every effort to reduce the number of victims in the Donbass, and in this regard, it's critical to implement the agreement of the "Norman Four" (Russia, Germany, France, Ukraine) in Paris on a ceasefire. "We look forward to 2020 becoming the first year of conflict without civilian casualties", Bogner said.

The summit in Paris in the Norman format took place only after Kiev agreed to withdraw its units from the contact line in three settlements of Donbass.
