OREANDA-NEWS. August 23, 2007. Leading Kazakhstani telecommunication operator JSC Kazakhtelecom is starting the construction of the fiber-optic communication line (FOCL) “Uralsk – Russian boarder”, reported the press-centre of JSC Kazakhtelecom.

Presentation of this project was held on August 23, 2007 in Uralsk with participation of akim of West-Kazakhstani oblast Mr. Nuragaly Ashimov, the Chairman of the JSC Kazakhtelecom’s Board Mr. Askar Zhumagaliyev, the Director General of the Regional Telecommunications Administration of West-Kazakhstani oblast Mr. Sagingaly Abirov.

The subcontractor of FOCL construction is Kazakhstani company “Bitelecom”. JSC Kazakhtelecom has invested 230 million tenge of own funds in implementation of this project. The construction of this line, the length of which makes up 70 km, will be completed in November-December of the current year and, as a result, the western part of the National Information Superbackbone (NISB) will be linked with the network of Russian telecommunication operators. Thus, the third point of NISB’s exit to Russia will be organized. Let us remind you that the first link was organized in 1999 upon putting into operation of FOCL “Petropavlovsk – Kormilovka” (Russia). The second link was organized in December 2001 upon putting into operation of NISB’s Western FOCL “Shymkent-Kyzylorda-Aktobe-Atyrau-Russian boarder”.

The abovementioned project is organized within the Program of JSC Kazakhtelecom’s Development for 2007-2009 and the Strategy of Company’s Technical Development for 2007-2010. One of the priority directions of JSC Kazakhtelecom’s activity pointed in these documents is the effective implementation of republic’s transit potential. To use favorable geographic location of Kazakhstan in the center of Eurasian region and its transit potential, JSC Kazakhtelecom hardly works under organization of traffic communication between Asia and Europe through the shortest transit route, i.e. through the company’s network, ensuring high reliability and quality of servicing.

Moreover, as a result of implementation of this project the population of western strategically important oil-and-gas bearing region of the country will be provided with the qualitative digital long-distant and international communication and will gain extensive access to the different new types of telecommunication services.

Within the project on creation of the National Information Superbackbone (NISB) JSC Kazakhtelecom in the late July of this year has completed the construction of FOCL “Aktobe-Uralsk” with the length of 575 km. The volume of Company’s investments in the construction of this communication line equaled 1 380 million tenge. As a result of implementation of this project the population of West-Kazakhstani and Aktyubinskaya oblasts will be provided with the qualitative digital long-distant and international communication and will gain extensive access to the different new types of telecommunication services.

In July of this year JSC Kazakhtelecom has started the construction of the last NISB’s segment “Uralsk-Atyrau” with the length of 525 km. The company has invested 1 435 million tenge of own funds in implementation of this project.

Together with extension of capacity of existing links and construction of new boarder crossings with the networks of foreign operators, at present JSC Kazakhtelecom is successfully completing upgrading of its backbone network with the usage of DWDM technology, which will allow considerable increase of carrying capacity of communication channels.

Thus, it is significant to point out that at present the process of laying the foundation of the digital telecommunication infrastructure of the country is about coming to the end. This process, in its turn, allows successful implementation of important government programs on creation of E-Government and decrease of information inequality among population. Moreover, NISB will allow integration of our state in the global information space.

National Information Superbackbone (NISB) includes fiber-optic communication lines with the total length of more than 11 500 km, which connect with each other regional centers of the republic, cities of Almaty and Astana. Such important factors as favorable geographic location of the republic, organization of digital long-distant communication, ensuring of quality and reliability of international and long-distant channels, as well as organization of communication with boarding countries were taken into consideration during working out of the scheme of NISB’s construction.

Construction and putting into operation in 1998 of the international Trans-Asian-European fiber-optic communication line (TAE FOCL), the part of which is the Kazakhstani segment from the Chinese board to the Uzbekistani board, became the starting point of NISB construction.

In 1999 FOCL “Petropavlovsk – Kormilovka” (Russia) was put into operation.

In December 2001 Western FOCL “Shymkent-Kyzylorda-Aktobe-Atyrau-Russian boarder” was put into operation. Western FOCL in general covered 24 settlements which were provided with digital communication.

In 2004 Eastern FOCL “Petropavlovsk-Kokshetau-Astana-Pavlodar-Semipalatinsk-Ust-Kamenogorsk-Taldykorgan” was put into operation. Eastern FOCL provided 29 settlements with digital communication.

In 2005 with participation of the head of the republic Mr. Nazarbayev the Northern FOCL “Petropavlovsk-Kostanai-Aktobe” was put into operation. This segment has linked the main ring of NISB. Another 16 settlements were digitalized.

By the end of 2005 the Caspian FOCL “Makat-Tenguiz-Aktau” was put into operation. Caspian FOCL allowed linkage of district centers of Manguistauskaya oblast with the city of Aktau by means of digital channels.

By the end of 2006 JSC Kazakhtelecom has finished the construction of the last NISB’s major segment FOCL “Almaty-Karaganda-Asatana”. Due to the implemented project 15 settlements has received access to the new digital telecommunication services.
