OREANDA-NEWS  On 19 November was announced, that Irkutsk power supply system (PSS) entitled to receive a certificate of preparedness for 2008-2009 autumn and winter operation. This is the decision of the Commission of the Ministry of Power headed by the Chief Engineer of the branch of UES SO, JSC - Sibirenergotekhnadzor Regional Enterprise - V.P. Sennikov. The structure of the commission includes the Chief of Power Stations, Electric Networks and Gas Turbine Stations Supervision Department of the Irkutsk Interregional Management for Technological and Ecological Supervision of Rostekhnadzor V.P. Kuzmin, the Deputy Chief Dispatcher of Operational Dispatch Management branch of UES SO, JSC, and representatives of Irkutskenergo. The commission was established under the decision of the Federal Headquarters of the Governmental Power Supply Safety Commission.

Earlier, according to Order No. 327of JSC Irkutskenergo as of 29 August 2008, the commissions with participation of representatives of EMERCOM of Russia, Interregional Management for Technological and Ecological Supervision of Rostekhnadzor and Sibirenergotekhnadzor Territorial Center - Regional Enterprise - held checks of preparedness of branches for operation during the autumn and winter period of 2008-2009.

Each check was confirmed by a certificate on the basis of which all branches of JSC Irkutskenergo and Irkutsk Grid Company Ltd. received certificates of preparedness for operation during the heating period.

Within the limits of preparation for the autumn and winter period of 2008-2009, the thermal stations of JSC Irkutskenergo stocked 3.4 million tons of coal. This is 1.2 million tons more than in the previous year (the normative minimum approved by Ministry for the Power Generating Industry of the Russian Federation is equal to 1.8 million tons).

All planned repairs of the equipment and thermal networks were executed. In particular, overhaul re-equipment was executed at 14 boilers and 12 turbines; 39.5 kilometers of pipes were replaced. In the regional center, a new 9-kilometer thermal main was put in operation with transition through the Angara river, which cost RUR 1.3 billion.

The cold season started without failures according to the schedules coordinated with local administrations of cities.

From the beginning of the cold season to the present time, all branches (hydroelectric power stations, thermal power stations, electric and thermal networks) operate according to the dispatching loading schedules set earlier. There are no restrictions concerning heat supply and electric power supply.
