OREANDA-NEWS. On July 07, 2009 Krasnoyarsk Office of the Federal Antimonopoly Service (OFAS Russia) found that "Aeroflot - Russian Airlines" OJSC ("Aeroflot" OJSC) violated Article 10 of the Federal Law "On Protection of Competition" by overrating airfare on the Krasnoyarsk - Norilsk - Krasnoyarsk route, reported the press-centre of FAS Russia.

At the end 2008, investigating petitions from physical persons by the Krasnoyarsk OFAS, the antimonopoly body established that "Aeroflot" OJSC raised the rates for air transportation on the Krasnoyarsk - Norilsk - Krasnoyarsk route to 36,000 Rubles. Currently, the maximum rates for air transportation on the Krasnoyarsk - Norilsk - Krasnoyarsk route is 8500 Rubles; it is established by the authorised Krasnoyarsk regional body.

The rates for the services of passenger and luggage transportation on local routes are regulated by the Ministry of Transport and Communications of the Krasnoyarsk region. The Ministry duly informed "Aeroflot" OJSC on the need to use the existing rates for air transpоrtation. However, "Aeroflot" OJSC ignored the message from the Ministry of Transport of the Krasnoyarsk region.

"Aeroflot" OJSC, that has dominant position on the market of air transportation service on the Krasnoyarsk - Norilsk - Krasnoyarsk route and arbitrary set the rates for those transportations, violated the established pricing procedures.

The Krasnoyarsk OFAS Russia initiated a case for the signs of violating Article 10 of the Federal Law "On Protection of Competition", according to which an economic entity that has dominant market position, cannot exercise actions that result or can result in infringing the interests of other persons, in particular, by violating the established pricing procedures.

Having investigated the case, the OFAS Commission found that "Aeroflot" OJSC violated the Federal Law "On Protection of Competition" and issued a determination to transfer the income gained by violating the antimonopoly legislation, to the federal budget. The Krasnoyarsk OFAS Russia is also examining possibility of initiating administrative procedures against the company.
