OREANDA-NEWS. October 26, 2009. State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Russian Ministry of Regional Development held a meeting to discuss the Concept for the Federal Target Program “Reforming and Modernization of the Housing and Communal Services for a period of up to 2010-2020” and mechanisms for Vnesheconombank’s and its subsidiary banks’ participation in this program’s implementation.

Speaking before the meeting’s participants, Vnesheconombank Chairman Vladimir Dmitriev told them about the Bank’s participation in financing projects aimed at modernizing the housing and communal infrastructure and also stressed the importance of the Federal Target Program of Reforming and Modernizing the Housing and Communal Services which is a crucial component in implementing the energy efficiency and resource savings program.

Presentations of a concept for the Federal Target Program were made by Russian Ministry of Regional Development Official Secretary Yury Osintsev, the Russian Government’s Department of Industry and Infrastructure Deputy Director Konstantin Korolevsky, Vnesheconombank’s Infrastructure Department Director Mikhail Poluboyarinov. Chairman of the Sverdlovsk Government Victor Kosharov, LLC EK ENEKO General Director Alexei Fedoseev, OJSC Eurasian Deputy General Director Dmitry Puzanov, OJSC Russian Development Bank’s Investment Projects Department Director Petr Tarasov, Deputy Mayor of Petropavlovsk-Kamchatski Vasily Nikiforov told the meeting’s participants about their experience in implementing projects in the field of the housing and communal services.

In attendance of the meeting were representatives of the Russian Federation Council, heads of regional administrations, subdivision heads of line ministries and organizations.

The meeting made it possible to discuss topical issues of financing investment projects aimed at developing the housing and communal services, potential standard financing schemes, returns on investments, a comprehensive approach to implementing the Federal Target Program as well as a role of regional mechanisms in helping to reform and modernize the housing and communal services.
