OREANDA-NEWS. February 07, 2011. The audit agencies of Belarus and Russia are set to monitor the efficiency of the Union State programs, Chairman of the State Control Committee of Belarus Alexander Yakobson told media after a joint session of the State Control Committee of Belarus and the Accounts Chamber of the Russian Federation in Moscow on 7 February.

According to Alexander Yakobson, the Belarusian side suggested including the audit of the efficiency of the Union State programs into the joint action plan of the two control agencies. The action plan was adopted at today’s session.

Alexander Yakobson stressed that the necessity to conduct audits arose due to some negative phenomena during the implementation of the Union State programs, including those connected with upgrading and new technologies. In particular, improper utilization of the budgetary funds and non-performing loans in the implementation the Union State programs are still widespread.

The session also considered the report of the Union State Council of Ministers on the Union State budget performance in 2009. Head of the Accounts Chamber of the Russian Federation Sergei Stepashin told media that great amounts of unutilized budgetary resources were fixed over the period under review. The situation, however, drastically changed in 2010: the Union State budget was used at its 95%.
