OREANDA-NEWS. December 7, 2011. According to the results of the government contract award process, Mostotrest has been awarded the government contract to rebuild a segment of M-11 Narva Highway (Ust-Luga Commercial Seaport access road running through the communities of Krestovo, Kotly and Koskolovo, between km 16 – km 40 in the Leningrad Region).

The Federal Highway Agency N.V. Smirnov North-West Federal Highway Directorate will act as the client under the rebuilding project designed by StroiProject Institute.

The RUB9.3 billion (VAT inclusive) government contract is scheduled for completion in 36 months as of the contract date.

M-11 Narva is a federal highway running from Saint Petersburg to the Estonian border (Tallinn-bound). Design traffic speed on the km 16 – km 40 segment post upgrade will be 120 km/h.

As part of the project, Mostotrest will build a 28.7 km-long Grade 2 road with up to 4 traffic lanes, as well as 8 engineered structures, including a bridge over the Khabalovka River, a bridge over the Kyamishi River, three railway overpasses and three traffic interchanges. In addition, the project envisions construction of a traffic interchange at the intersection of M-11 with the Ust-Luga Commercial Seaport access road.

The highway segment to be rebuilt will run through the Kingisepp District of the Leningrad Region, ensuring Ust-Luga CSP is linked with the federal highway M-11 Narva. In addition, the project will improve connections between the existing and upcoming communities, as well as connections between such communities and major regional centers.

The highway's km 16 – km 40 segment originates at the intersection with the Petrodvorets – Keikino Road. In accordance with the project documentation, the highway itinerary as from the intersection with the Petrodvorets-Keikino Road will be modified to bypass the community of Kotelski. The highway will then cross the existing Kotelski-Kotly Road and follow the shortest route bypassing the communities of Ryattel, Karavaevo and Mattia. Bypassing Mattia to the South, the proposed highway will blend into the existing one (with several segments thereof to be flattened) and run on to Ust-Luga Seaport.
