OREANDA-NEWS. OJSC “Sibirsky khimichesky kombinat” (included in Fuel Company of Rosatom TVEL) held a working meeting chaired by Pyotr Lavrenyuk, Senior VP of the Fuel Company, to discuss the conversion plant design processes. The meeting was attended by representatives of TVEL Fuel Company, SKK, design institutes of Moscow, Saint-Petersburg, Novosibirsk and Seversk, and heads of SKK divisions.

During the meeting the parties discussed proposals regarding the layout of manufacturing facilities at the conversion plant, adjustment of the project schedule and design schedule, as well as efficient interaction with contractors.

Pyotr Lavrenyuk, SKK Chairman of the Board and Senior VP of Fuel Company of Rosatom TVEL, told that for the time being they decided not to overhaul the sublimation plant and not to accommodate some of their new manufacturing facilities there. The plant will be located on a new site near SKK's radiochemical factory. It will include refining-oxide, sublimation and fluoride production facilities. Maybe, some other nuclear fuel cycle front-end facilities will be launched there in the future.

“By the end of March 2013, we shall have project documentation for the new manufacturing site in our possession and shall proceed to passing all expert evaluations required by law,” said Pyotr Lavrenyuk. He also told that in 2013 SKK would start on-site construction operations and would place equipment manufacture orders. For this year, RUB 900 million has been allocated, while in 2014 and 2015 considerably larger amounts will be spent.

“We have three years of work ahead, and we should exert every effort to build a cutting-edge and compact conversion plant by the end of 2015. I hope that we will meet the deadline and that the outcome will be an excellent project in terms of technical and in particular environmental solutions,” concluded Pyotr Lavrenyuk.

Sergey Tochilin, SKK General Director, says that building this conversion plant is a task of national importance: “We are to start construction this year, and that is why complete understanding should be reached now between design engineers, SKK and contractors.”

SKK shall procure all licenses and construction permits by December 2013.

OJSC “Sibirsky khimichesky kombinat” (Seversk) includes five nuclear material handling plants and combined power plants. Satisfying the needs of nuclear power plants for uranium to be used as nuclear fuel, and heat and power generation are among the core activities of SKK. SKK is included in Fuel Company TVEL of the State Corporation Rosatom.

Fuel Company of Rosatom TVEL is a part of the vertically integrated structure of the Russian nuclear industry. Fuel Company TVEL consolidates the production and R&D assets in nuclear fuel fabrication, separation and sublimation, as well as manufacturing of gas centrifuges and the relevant equipment. TVEL Fuel Company was created to build an optimal management structure for the nuclear fuel cycle front-end facilities and to raise their efficiency and competitiveness in the global market
