OREANDA-NEWS. From April 16 to 18, 2013 there was held a planned complex inspection of the shipping company, NIBULON’s subdivision, in order to check compliance of safety management system with the requirements “Regulations on maritime safety management system on sea and river transport” issued by the order of the Ministry of Transport of Ukraine dated 20.11.2003 No904.

The supervisory committee included:

– A.I.Turovskyy, a head of division of emergency cases investigation of the department of state supervision over safety on sea and river transport of Ukraine’s State Safety Inspection on Sea and River Transport (Ukrmorrichinspektsiya) (the committee head);

– S.P.Kudlinskyy, a head of division of supervision over shipping companies, enterprises of sea and river transport of the department of state supervision over safety on sea and river transport of Ukrmorrichispektsiya;

– M.M.Melnuyk, a chief specialist of division of supervision over shipping companies, enterprises of sea and river transport of the department of state inspection over safety on sea and river transport of Ukrmorrichinspektsiya;

– A.M.Martynenko, a state senior safety inspector of the department of operating supervision over the shipping companies of Mykolayiv interregional administration of Ukrmorrichinspektsiya.

According to the current legislation the maritime safety management system covers:

– protection of a person’s life, health, property, rights to use the territorial sea, inland waters, and other public basins for work, leisure, sports, to use water resources for navigation;
– the environment protection from navigation’s harmful effect;
– vessels, their states, conditions of navigation and a person’s staying on board;
– waterways, their service ability;
– coastal facilities, their compliance with the maritime safety standards, their readiness and reliability.

The committee carefully inspected the key issues connected with operation of the structural subdivision:

1) Compliance of safety management system documentation with the current norms.

2) The normative base of the shipping company’s guidance documents and their compliance with the requirements of the normative orders issued by the ministries and authorities.

3) Familiarity of the employees with the current rules and normative documents concerning maritime safety.

4) Presence and proper recording of the required documents (diagrams, plans, registers) on board the vessels in order to ensure maritime safety according to the normative legal base.

Besides, the committee inspected how the shipping company’s management performs assessment of efficiency of maritime safety management system and informs of its conditions, the committee checked the compliance of crew preparation with the current legislation, ready state of the shipping company’s management and crew in case of emergencies.

The committee also inspected organization of technical maintenance of the vessels, hydraulic facilities and availability of the relevant documents that permit to operate them; organization of shipboard pollution prevention and personnel preparation to eliminate the effects of oil product outflow; ensuring of operative wireless communication with the vessels.

According to the checkup results there were drawn up the appropriate statements testifying that maritime safety management system corresponds to the normative requirements completely. A number of the committee recommendations will be used for further successful development of the shipping company.
