OREANDA-NEWS. June 26, 2013. The Department for Control over Housing & Utilities Sector, Construction and Natural Resources of the Federal Antimonopoly Service (FAS Russia) devised the Guidelines for analyzing the market of services for transportation and disposal of solid municipal waste.

By 1st July 2013 regional FAS Offices must submit analysis of the regional markets of solid municipal waste. Based on these data, FAS will carry out a comprehensive analysis of the national market.

The procedural problem was that each regional Office applied its own approaches to evaluate competitive environment. The Guidelines will form the common standards for market evaluation.

Under the Guidelines, analysis plan consists of 8 stages: research time frame, determining product and geographic market boundaries, their scope, composition of entities and their market shares, entry barriers, the level of market concentration, and presenting reported data.

“It is important to present the data objectively to put together the common market analysis. Earlier, each region used their own techniques and had their own approaches to information analysis. With the Guidelines we intend to unify approaches and reduce differences to zero”, commented the Head of FAS Department for Control over Housing & Utilities Sector, Construction and Natural Resources, Vadim Solovyov.
