OREANDA-NEWS. November 07, 2014. The Head of FAS Department for Control over Electric Power Industry made a presentation at the All-Russian conference “On Preparing Electric Power Engineering Entities for Work in 2014-2015 Autumn – Winter Season”, organized by the Ministry of Energy of the Russian Federation.

Attendees included representatives of the federal and regional executive bodies, members of the State Duma, and heads of energy companies.

Vitaly Korolyov emphasized the need to intensify efforts to increase accessibility of energy infrastructure, especially since the position of the Russian Federation on this parameters at the Doing Business ranking is lowered. “We have drafted and submitted to the Government all normative documents provided for in the Road Map for increasing accessibility of energy infrastructure. We also plan to intensify the work to compliance with the existing norms in this field”, said Vitaly Korolyov.

He summed up the report stating that “we must do a lot reforming the market of heating energy. Fundamental normative acts on antimonopoly regulation and control in this field must be devised, first of all – the rules for non-discriminatory access in heating supply, specifics of antimonopoly regulation and improving the information disclosure standards for heating suppliers”.
