OREANDA-NEWS Russian President Vladimir Putin has signed a law that requires the abandonment of paper excise stamps for tobacco and nicotine-containing products in favor of digital labeling. The relevant information can be found on the official website for the publication of legal acts.

For this purpose, the Tax Code has been amended to include a new term, "special accounting and control mark," which refers to the unique QR code that will be applied to tobacco and nicotine products. This code will be used to track and monitor the production, sale, and consumption of these products, according to Alexey Sazanov, Deputy Head of the Ministry of Finance.

The new system will maintain the authority of customs authorities to collect excise taxes from imported tobacco products from EAEU countries, while also ensuring control over the accuracy of the tax base calculation for these products.If the size of the tax base, determined by the taxpayer, turns out to be less than the volume of products sold, according to the state information system for monitoring the turnover of labeled goods, then the tax base will be calculated based on data from this system.

These changes will take effect one month after the official publication of the law, but no earlier than the first day of the next excise tax period. The law itself, containing other provisions, will enter into force on the date of its official publication.
