OREANDA-NEWS The White House is extending a number of exemptions in the field of licensing activities for 2024. Next year, government agencies will be able to continue to simplify some of the procedures on their own. In some areas, such as broadcasting, licenses expiring in 2024 will be automatically renewed. In the future, it is planned that proactive auto—renewal will be available for most licenses - provided that the business meets the mandatory requirements.

The government has approved a resolution on extending some of the features of licensing activities for 2024 — as Prime Minister Mikhail Mishustin said at a government meeting on Thursday, this is being done to reduce the administrative burden.

The signed document provides that next year government agencies will have the authority to independently simplify part of the licensing procedures — for example, they will be able to continue to make decisions on reducing the time required to provide services in the field of licensing activities, on reducing mandatory requirements or the list of documents required to obtain a permit. It will also be possible to temporarily cancel the assessment of compliance with mandatory requirements — such confirmation can be postponed for up to a year, or the procedure is considered completed.

Also in 2024, the provision will continue to apply that when changing the location of the company or the place of residence of an individual entrepreneur, it will not be necessary to reissue permits — as in cases of renaming an enterprise or reorganizing it.
 
Among other provisions of the document is the automatic renewal of a number of business permits that expire in 2024. Such auto-renewal is provided, in particular, for licenses for television and radio broadcasting, for the retail sale of alcoholic beverages in duty-free shops, and for registration certificates of medicines. In these cases, government agencies update the data in the registers themselves — licensees are not required to submit applications and pay fees. According to the head of the government staff, Deputy Prime Minister Dmitry Grigorenko, in the future it is planned to implement the possibility of proactive auto-renewal for most existing licenses and permits, provided that the business meets all regulatory requirements. At the same time, accelerated registration of medicines for veterinary use will continue to operate in 2024 — as Mikhail Mishustin noted, due to this, the duration of the procedure has almost tripled (from 160 to 60 working days).
