OREANDA-NEWS  Since 2020, the contribution of human capital (CHK) to Russia's GDP has become negative. At that time, it was minus 0.4 percentage points, in 2021, the indicator dropped to minus 0.6 percentage points. This is evidenced by the study of the leading expert of the Institute "Center for Development" of the Higher School of Economics (HSE) Daria Avdeeva, which is referred to by "Nezavisimaya Gazeta".

The level of human capital refers to the abilities and skills of employees that affect labor productivity, as well as education and health. A number of Russian state programs declare the goal of improving the Cheka through investments in education, professional development and health improvement of citizens.

Avdeeva notes that interest in the development of human capital arose due to the exhaustion of previous factors that ensured GDP growth. The indicator directly affects labor productivity, promotes the introduction and dissemination of new technologies, affects investment decisions, and hence the accumulation of physical capital.

According to the expert, from 2004 to 2019, the contribution of the CHEKA has never fallen below zero. The fall in 2020 is due to the COVID-2019 pandemic. The high mortality rate dragged the integral indicator down, although the contribution of education was positive. Nevertheless, in 2021, both health and education have gone into negative territory. The crisis of 2022, associated with Western sanctions and the transformation of the economy, brings additional threats to human capital. Avdeeva explains that many of the knowledge and skills in the new conditions will be irrelevant, the education and health systems have faced limitations, and in addition, there is an outflow of qualified personnel.
