OREANDA-NEWS. S&P Global Ratings raised to 'AA-' from 'A+' its long-term rating on Will & Kendall Counties Community Consolidated School District No. 202 (Plainfield), Ill.'s general obligation (GO) debt. At the same time, we raised to 'A+' from 'A' the ratings on the district's debt certificates. We rate the series 2012C debt certificates one notch below the GO bond rating due to the limited nature of the security. The certificates are payable from legally available funds and are not subject to appropriation. The outlook is stable for all ratings.

The other outstanding bonds that we rate are secured by the district's unlimited-tax GO pledge payable from unlimited ad valorem taxes.

"The GO debt upgrade reflects the district's improved reserve position and expected stability in the future," said S&P Global Ratings credit analyst Anna Uboytseva.
