The leak of secret files of the financial intelligence showed that the Financial Crimes Enforcement Network (FinCEN) of the US Department of the Treasury receives information about transfers between Russian banks. This was concluded by RBC news agency after analyzing this data. This happens if transactions are made in US dollars and are marked as suspicious by an American intermediary bank, the agency clarified.

Earlier, the international project of journalists Kassandra published an investigation on the secret documents of the US financial intelligence on dubious transactions in American banks, in which Russian billionaires appeared. RBC analyzed data on suspicious transactions provided by the International Consortium of Investigative Journalists (involved in the Kassandra project).

There are 3,810 transactions, in which one of the parties was a Russian bank, the publication says. The operations took place at different times, mainly from 2008 to 2016. Among the data for Russia, 5 % of the total number of transactions are transfers between Russian banks. The rest of them are transfers from other countries to Russia or from Russia to other countries. Most of these transfers were made with Latvia (1,123, or 29 %), Singapore (323), Estonia (315), and Cyprus (274).
